LTG McNeill is an outstanding officer. However, it is common for a Corps commander to get a fourth star. Going to FORCES Command is not a "plum" assignment. An example of a good job with promotion opportunity is DCS Operations[G3]. Or an OJCS assignment. Wallace went to CAC at Leavenworth which has zero promotion opportunity. Of the two assignments McNeill did much better than Wallace. Wallace gets a year assignment where he will be able to retire as a LTG. Officers have to have 3 years in grade to retire at that rank. That is why Grange retired as a BG rather than as a MG. After commanding 1 ID he turned down an OJCS assignment and retired one grade lower
because he had 2 years in grade.
