I am reviewing our temporary associates applications.  I have 10 whom we wish to convert to a full time employee.  One was in the US Navy, as an E-1.  DAtes 11/87-12/89.  Discharged 12/89 with an Other than Honorable discharge.  I have a meeting set up this afternoon to talk to him and request his DD-214.  What are some things that could have someone with an Other than honorable discharge?  I know it has been almost 19 years since he got out, but it says a lot about someones character if they get out with an Other than honorable.

Edit: I reread the post and he was in 2 years so he didn't screw up in boot camp.  It looks like he probably received an article 15 and got booted out, but an OTH discharge still indicates to me it was a relatively minor offense.  Drugs I would think would be the most likely answer.  He needs to be candid about what it was, but look at his work history and criminal background since then to guide your decision.

 When I was a recruiter we used to get alot of Navy DD-214's like that, and I would sit down and do a one-on-one interview with the individual. Most of the time and depending on the era in which the individual served the Navy was more harsh with say ship-jumpers than missing movement type of offenses. A disipline problem on one ship might not be a real problem to the Navy if the seaman was pulling shore duty at the time. BUT 19 years ago and maybe 20 years old at the time, all of us did some dumb things we would not do when we get a little bit older.

 If it is a job that does not require a secret clearence or national security, then I would try to hire him/her on a probationary time to closely monitor his/her performance, providing the answer about his/her offense in the Navy was not in a breach of security or felony type of offense.

All excellent points....

It is my understanding you get an OTH for misconduct or security reasons.

A failed drug test could net a general other than honorable cond's in some cases.

If he was unsuitable for service, that usually gets the member an honorable or general discharge most of the time.

He very well could have screwed the pooch in boot camp and recieved a page 13 entry for it, and not be related to his OTH directly.

If he's an RE-4 past 15 years or something like that since his EAOS date......recourse would be for him to submit a properly filled out DD293 along with his DD214 to address on second page of first form to get his record even looked at if it is wrong.

I would also add that if he was discharged as an E-1 after 2 years of service, whatever the infraction, he was busted in rank as well.

Thanks gents.  He said that he was late for duty several times after his dad died and was having a difficult time.  They booted him.  I asked him for his DD-214 since his other employers are now a "pay for us to release any employment records".  He was candid with me and since this is not a top secret job, I have no problem.  He does have to pass a background check and drug test prior to hiring.
