Seems to me, judging what I read this morning that this midshipman planted the camera's there himself without this Dr knowing about it. I could be totally wrong here, but I sense there is more to the story.

Ok, and why is he being charged with wiretaping offenses? Seems pretty clear he knew nothing of the recordings, they were not on his posession, and were in the posession of an expelled student who it seems may have been trying to blackmail, coerce the Officer into giving them money.
Sounds like he got set up....

How about a military officer, hosting a parting in his house for his students, and some of the said students having sex there.
Still calls into question his judgement in my mind.

Still calls into question his judgement in my mind.Certainly, but he was authorised to have midshopman in his home on the weekends. It is a practice condoned by and offered by the Naval Academy. Wether he was at home at the time the tapes were made, what "rules" did he set out for the house guest is also a big determining factor. If he had told them they were free to party it up, let their hair (and pants) down... well he definately offered an enviroment counter to the Navy's intent with that program.
