I am not LE,up front.But I have serious issues with my hometown PD(Portland,Maine...I now live in South Portland).In the past 5-6 years we have had the City pay out A LOT of money from lawsuits for excessive violence on "suspects" that were apprehended by Police.It's too common to be happenstance.We've had a Federal Task Force(commission) come look into this,and their findings aren't good.Basically,"re-training" the PD in handling of Arrests.The latest case involved 2 Officers accused of beating a suspect while cuffed.While they were acquitted by a court of law,one was demoted back to foot patrol,and the other has now resigned,with full benefits(internal decisions).Our chief is none other than Michael Chitwood-the most decorated policeman in Philadelphia history.I support our PD 100%,always have..and I support Chitwood.He has gotten rid of the gangs that were starting to form here,or at least make them a minimal threat(and they were getting big).I totally support Chief Chitwood,without a doubt.But what's going wrong here?I know a few cops from delivering the mail,and to a man,they're embarrassed and ashamed.Saying it's not reflective of a true Professional.But something ain't right here;just would like to hear your thoughts.Like I said,'I don't walk the walk'-so it would be innapropriate to pass final judgement.Do we have an abberation here,or something else?[?][?][82nd][E6][uswingsr][infantry][scout]

Sounds like a definite career limiting move (CLM, in copspeak) Once the cuffs are on, hands off!
It ain't over, I forsee a federal lawsuit coming, ie 42 USC 1983, gonna cost a lot of money and maybe jail time.

What were the circumstances? You never strike a prisoner who is cuffed, unless he's kicking, biting, ect..... Then you restrain as nessesary. I hate people with video cameras. They always catch you striking knucklehead but not what he did that was justly deserving of a beating. Go Figure!

From what I have gathered,the suspect was cuffed,though still wrestling.He was on the ground.3-4 other cops testified to this,and also testified they thought the force used was "innapropriate",and that the 2 officers struck him repeatedly "about the head".Don't get me wrong guys:the suspect is a true POS,well-known among the local PD's.I have no sympathy for him at all.They caught him after a chase,by vehicle and foot.IMO,Chief Chitwood is a mans man.By the book.When he feels you have done wrong-you're done(at least promotion wise).If he feels you are being trampled on,he'll back you until the "Facts come out".The 2 officers still have civil suits filed against them,from the POS,I mean plaintiff..Just was curious for opinions from you LR types.[82nd][E6][uswingsr][infantry][scout]

| There are few time when striking a handcuffed suspect is going to be justified. If there are numerous officers on scene and the suspect is still resisting, common sense would tell you to simply pile the pos. Repeatedly hitting him about the head? IMO it sounds like the officers may have let their tempers impair their judgement. My department still suffers a bad reputation from the idiot moves made by one former officer who was fired. I feel for the guys in that department.

As someone who has been in my share of dogpiles with loser POSs handcuffed and not I can say that I am in favor of lesslethal munitions/weapons to deal with these punks. Instead of hitting anyone I am a big fan of TASER and bean bag rounds. I've seen too many officers hurt even by handcuffed offenders so back off and let technology work for you, besides hitting a suspect no matter the circumstance never makes the Law enforcement folks look good. Whereas dropping them with one shot from a TASER or other lesslethal munition seems to be more humane when viewed by the public and media...even if it hurts like a mofo![thup]
