Keith,
Funding for the program from Taiwan is much like the process here. They still have to authoirze funds through thier annual budget cycle. The program of course is quite a long one. Initial implementation will take years. If all goes right the company will not only book but actually be paid around $750M in the next 5 years. This contract and funding ($27M)is only for the first 9 month effort in designing a system and getting to a critical design review.
And yes I would love to see a bonus from this. Actually, that's the big joke around here. The business development folks get bonus if we (the rest of the company) actually put together a proposal that wins. But on the other hand we spend years putting together a quality proposal and win it and we don't get anything as far as a bonus goes. However, I guess it does guarantee work (better then lossing and getting laid off). And with the size of this contract it would mean work for years and years to come.
As one of the managers, I'll spend some time in SD but will have functional leads heading up teams that actually do the work. I get to provide the management to those various teams, insulate them from the upper management if possible and take care of all that reporting and metrics gathering crap. Ah the life of a program manager.
