There is a book out regarding the same subject called Getting it Right(I can't remember who the authors are). The book covers the leadership of the Army coming out of Vietnam and how they transformed it to a force prepared to win the first battle in a war.
The authors' thesis is that by using a small standing army backed up by the NG and Reserves the US Army typically does not fight well at the beginning of conflicts. The book talks about transforming officer and NCO education to make a more professional force. Also covered is the introduction of training centers, beginning with NTC, to more realistically evaluate unit performance and allow unit commanders to make mistakes before they get into a shooting war. I read it several years ago when it came out and I recommend the book for anyone interested in this subject.
