Summit to address US military relocation in South Korea

SEOUL (AFP) - South Korean President Roh Moo-Hyun and his US counterpart George W. Bush will address the sensitive issue of realigning US troops in the country at next week's summit, officials said.
South Korea (news - web sites) is home to 37,000 US troops, a crucial part of the 50-year-old military alliance, to deter North Korean military threats.
Ban Ki-Moon, foreign policy aide for Roh, said Friday Seoul sought an early relocation of the main Yongsan US army base in Seoul while opposing any sudden change to 15,000 US troops with the 2nd Infantry Division near the frontline.
The United States has reportedly been seeking to withdraw its 2nd Infantry troops to a position further south away from the border with North Korea (news - web sites).
In an interview with Seoul-based MBC radio, Ban said he expected the upcoming summit to reflect Seoul's wish to "make a careful approach to the 2nd Infantry Division issue" through follow-up talks.
Both countries have agreed to relocate the Yongsan US base which has irritated activists because of its location in the heart of the capital.
US troops have been welcomed here since they fought alongside South Korea to repel North Korea and Chinese forces during the 1950-53 Korean War.
But the US presence has been challenged by last year's massive anti-US protests following the deaths of two girls killed in a road accident by a US military vehicle.
The anti-US demonstrations subsided later amid mounting tension over North Korea's nuclear ambitions and South Korean leaders' calls for cementing the US-South Korean military alliance.
South Korean Prime Minister Goh Kun Friday praised the support given to the country by US forces during a visit to the 2nd Infantry Division Friday.
"A friend in need is a friend indeed," Goh said in a speech. "The United States has always been a real friend giving a helping hand to South Korea."

Base realignment in Korea are a given. The cost of relocating CFC/UNC/USFK at Yongsan to a new location south of the Han will be borne by the ROK's. This is long overdue and should ease some of the
problems we have with the Koreans. In the event of war, being south of the Han makes the HQ a bit more secure.
Moving 2 ID away from training areas to the more heavily populated areas south of Seoul would cause more problems than it would solve.
Relocating the 2 ID to the US makes more sense and maybe rotating a brigade to the ROK would be the Pacific version of what may occur in
Europe, where units are based in CONUS and combat units would rotate to Europe for 6 to 12 month rotations.
