I asked Billy Kingfisher who is running point on this and he said that if there is matching in House and Senate and they pass, they go to the President as something that has been shown to be important to Congress. I am trying to understand if that just means it goes to President Bush for review or is there some action he can take. With his recent visit to Ft. Bragg (his fourth visit as President) I am wondering if there is an opportunity this year we have not had before.
