I've talked with some people who worked with this guy, they all say that is primary purpose in life is to look out for him self and that he is untrustworthy, unethical, and insubordinate and doesn't provide care for his Sailors.  This coming from Chaplains who generaly don't say negative things about people.  They all want to see him get the boot.
