For prior service to enlist in the Reserves, is it better to contact the unit's Retention NCO directly or simply go to your local Army Recruiting office? I'll be looking at an MOS change and need a waiver that will be tough to get.

You would be better off in going to your local Army Recruiting Station and talking to the recruiter there. The Reserve Unit Retention NCO is primarily involved with keeping people already in the unit reenlisted; they don't normally talk to people who are not currently in the military. (But it wouldn't hurt to talk with him or her if it's the unit you want to join.)
